不但…而且 is a stacking hand. On top of 'can speak it' goes 'writes it well'; on top of 'cheap' goes 'close to the subway'. The stack can be built with 不仅…还, the thing landing on top can be the opposite of what you hoped with 反而, or 连…都 can widen who ends up on the pile.
